That's actually great idea and that's the most unorganised thing because government give tender for billboards and most of the billboards operated by regional level players . So you need to create a data base of people who have billboards tenders and also make data base of company who wants to advertise in different states so if any company provides good amount then you will get commission and billboards owner get higher Price in compare of regional players . Also add data base of people who can create billboards at low price so you get more commissions. Or you can directly approach home minister for removing this tender People get
