I am having issue with confidence for making an elevator pitch video. Is it necessary that I should speak directly or should I hire someone who can speak in the video and should I include visuals and slides?

You should record it yourself if it's short video like 1-2 mins than no need to add slides those are generally sent separately. Record a simple video talk only necessary things keep it short to the point and share your vision and achivement.
