There are no platforms. Most people who get funded via VCs either get to know them through mutual connections or else their work grows so fast that VCs reach out to them.

Are there any other ways to raise funding?

I guess you need to find an angel first. They will help you with seed and guidance. Then afterwards you grow it and talk about it everywhere possible such that people give attention. Attention = VC money in today's society.
