For community based application (web/mobile) where user are allowed to join and start exchange data, can we allow worldwide users to join or restrict to Indian users? Do we need to follow any specific process or legal compliance in India to start onboarding outside users? Context: Even if are not targetting outside India, some users trying to register and use platform/data.

You can onboard external users - however you'll need to comply with their local data protection laws (Like GDPR / CCPA etc) - and also need some additional tax advice depending on what services the app provides - specifically w.r.t GST implications on export of service (though typically zero rated)
