Building one from scratch is waste of investment, I would recommend use a low cost solution like Shopify to start it off then at the backend hire someone to create something custom for the long run. As for the traffic, use IG content and ads to begin with. Predict your customer base, research heavily about your product and the demand in the market and then store an inventory that meets 80% of the target so that you reach the orders intime, when you achieve 50% of sales of your stored inventory then purchase the rest of the 20% or order more. Tie up with a logistics company first to have the inital success/deliveries after a certain target is set work on the backend to find a in-house solution. My 2 cents.
