What you are referring here is a crisis/emergency situation during extreme bad weather. Having an allocated location for shelter is good. But as of now, bike riders don't have other options. Rain increases their risk of driving. And as you said it was raining like crazy, heavy rains put riders at great risk. And often pedestrians and sometimes cars too. What are they supposed to do when they are not about to ride anymore?
