The use of paper in schooling and universities may decrease gradually but not entirely, as seen in developed countries. In government offices paper and digital documents will be used to ensure data safety, and as a tangible backup. Physical records are more immune to cyber attacks. 5 years is not a long time, may not be enough for every office to adopt complete digitization. But yes there will be a gradual decrease.
