See Indian education system is focused on the top 2-3 percent elite institutions be it AIIMS,iit ,nit etc .The goverment does not focus on the remaining percentage of institutions they lack infrastructure, curriculum, there is a huge gap between what industry needs and what students are being taught there ,as a tier 2 engineering college student I know all of it ,and I think the government should focus on rest institutions also because youth is the one which can only drive the Indian economy and if government can't harness this power then it is bad.
