To begin with Manufacturing- As you rightly said, the panels are imported because, the imported ones are highly efficient than the one manufacturered in India. Hence , need improvement in R&D. Mass production can be managed post the satisfactory product. Operations- The market is still ambiguous for solar and wind energy. Due to private players in the market. Whenever the transmission companies buy electricity, they don't have a standard format.
