Why govt is not using 100% ethnol vehical rather than using petrol or desiel or ethnol doping ? Any suggestions?

Right now, the main thing holding back ethanol's growth is Big Oil. They've got tons of cash and are pushing hard against ethanol. Why? Because they don't want to lose their grip on the gasoline and diesel market or see prices drop.
