1. Implementation of this isn't possible not only in India but in any economy. The developers either depend upon short term credit for raw materials or cheapest materials. 2. This would lead to only co tractors being the biggest losers as they will still have to bribe to get the contracts. Apparently that's how it works. 3. To get the information on a lot of aspects of a project the public can file a RTI online for free but the sad part is no one cares apart from just talking about the issue.
