Maybe digitalizing everything they buy in thier personal life and keeping their accounts open over a certain threshold in this way most people won't get into politics if they don't have good intentions from it and the once who are actually working won't have any issues with it and treshold limit also makes sure that they can have their personal life for small expenses be it anything but large expenses must be known to all the public.
