How do you prevent spamming and verify the reviewer?

Review weightage is distributed. 20% comes from general publics review. 40% from reviewers who are basically general public but trained by us, who reviews things in details consciously, 40% from hired expert on subject. So even 40% spammer can make hardly 8% diffrence.
