Startup Mafia comes from every huge company including flipkart, phone pe, etc. What happens is once these companies grow massively, the the founders and employees esops value rises a lot. So they get enough money to start a company and also get investment easily due to the tag of growing a huge company. They also get good connection and people so a new Startup begins easily
