This idea is something that comes in my mind every now and than. If government brings a rule that if anyone wants to manufacture a residential building be it hostel be it a multi or office Dorms. It will only be allowed if you grow plants 10x times the flats or rooms of the building. Let's say if a complex have 100 flats that means it may have approximately 90-110 balconies. Than they need to plant atleast 900-1100 plants in the building itself whether in corridor or terrace or balconies. This idea could expand to number of trees in government offices, college and schools. Highways and industrial factories will have different rules. It may come with challenge of who will inspect this and so on. What do you think?

I think Environment Protection Act already has many clauses similar to this. The issue with your idea is maintaining them would be a lot harder than just planting them in a separate open space
