If you can't provide good roads, don't charge toll: Nitin Gadkari

At a global workshop on satellite-based tolling in New Delhi, Minister Nitin Gadkari said tolls shouldn't be charged on poor-quality roads. He suggested good roads should be provided before charging tolls to avoid public backlash.
