EximPe, a cross-border payment startup, has received final authorisation from the Reserve Bank of India for the Payment Aggregator Cross Border (PA-CB) licence. The approval allows EximPe to enable global merchants to collect payments from Indian customers through UPI and other local payment methods, with settlements into offshore accounts. With the PA-CB licence, EximPe can allow international merchants and payment platforms to collect via UPI, cards, wallets, net banking, and bank transfers from India without setting up a local Indian entity. The company said this will help improve payment success rates and reduce friction for cross-border collections. Prior to receiving the licence, EximPe operated as a technology service provider to banking partners and has facilitated over $500 million in bank-led cross-border trade payments across Asia corridors. The company has now transitioned to operating directly as a cross-border payment aggregator under the RBI framework. According to EximPe, it aims to process $1 billion in annualised UPI-led cross-border transactions over the next 24 months. Founded by Arjun Zacharia, EximPe operates across corridors such as India–China, India–Hong Kong, India–Singapore, and India–ASEAN, and focuses on enabling compliant, UPI-led cross-border payment infrastructure for global businesses. EximPe has raised $3.5 million in seed funding led by Leo Capital, with participation from Beta Lab, RB Investments, along with several angel investors. In recent months, RBI approved online, offline and cross border payment aggregation for around half a dozen companies. These include Razorpay POS, Paytm, Razorpay, Easebuzz, PayU, Pine Labs and Airpay. With these clearances, the firms are authorised to offer a full stack of payment aggregator services across ecommerce transactions, in store merchant payments and cross border payment flows.

The agreement was signed at Dubai Silicon Oasis in the presence of officials, investors, and business leaders from India, Cyprus, and the UAE. The partnership aims to expand OTTplay, HT Labs’ AI-based OTT aggregator, into Europe and the Middle East. Cyprus will serve as the entry point into Europe while Dubai will support cross-border pilots and tech collaboration. The initiative aligns with the vision of the Government of Cyprus to attract Indian companies and position the country as a regional hub for innovation and investment. HT Labs will use the Doers Company's European network to explore global growth opportunities. Dubai Silicon Oasis will serve as a platform for testing digital products and engaging with international partners. The agreement also supports talent mobility and cross-border startup engagement. Officials from Cyprus, Dubai, and HT Labs emphasized the potential of this initiative to connect companies and investors across the three regions. The Doers Company highlighted India’s growing startup presence and its role in future collaboration.

Razorpay secures RBI’s cross border license Razorpay has received the payment aggregator cross border (PA–CB) license from the Reserve Bank of India. This authorisation allows the company to facilitate both inward and outward cross-border payments under full regulatory oversight. With the new license, Razorpay will support exporters, SaaS companies, freelancers, D2C brands, and global companies operating in India. Razorpay’s international payments stack is used by companies such as Airbnb, Agoda, Shopify, Klook, and Hostinger. The cross-border business is growing at 40% year-on-year. Razorpay International Payments enables Indian businesses to accept payments in more than 130 currencies through cards, wallets, and local bank transfers. The platform provides optimised payment flows with a reported 95% success rate for international transactions. For global companies entering India, Razorpay offers a single integration that enables UPI, RuPay, EMIs, netbanking, and over 100 local payment methods. Companies can go live in India without creating a local entity. The platform supports INR-based pricing, OTP-led checkout, and India-based customer support. The company has raised more than $741 million from investors including Lightspeed, Lone Pine Capital, Alkeon Capital, TCV, GIC, Tiger Global, Peak XV Partners, Ribbit Capital, Matrix Partners, Salesforce Ventures, and Y Combinator. With this, Razorpay joins the list of few payment fintech companies in India authorized to offer all three key payment capabilities under a single infrastructure. Last month, Easebuzz, PayU and Pine Labs also received integrated authorisation from the Reserve Bank of India (RBI).
