Former European Central Bank President Mario Draghi has recommended that the European Union (EU) encourage more mergers in the telecommunications sector in order to boost investment in connectivity. In a report on how the EU can maintain economic competitiveness, Draghi suggests that the EU's stance towards scale and consolidation of telecoms operators should be modified. He also proposed harmonizing spectrum policy and creating a public-private EU-level group to drive innovation. However, any consolidation in the telecoms sector would require a change in the EU's competition rules, which would need support from member countries.
