The chief executive of Dutch semiconductor equipment maker ASML Holding NV, Peter Wennink, expects strong demand from Chinese chipmakers despite export restrictions imposed by the US and Dutch governments. Wennink believes that there will be a significant amount of demand for mature technology from China this year. He mentioned that the export restrictions impact around 15% of ASML's sales to China, which is the company's third-largest market. ASML warned that 2024 sales may be flat.

ASML, the Dutch chip-making equipment company, saw its sales in China surge to 46% in Q3 2020, up from 8% earlier in the year. The increase in Chinese orders was driven by a slowdown in Western demand and rush to source equipment before export controls were imposed this month. ASML's sales to China may remain strong this year, as only a small portion (10-15%) of shipments to the country would be affected by export bans. China's aggressive investment in industries like electric cars and wind turbines further drives its demand for semiconductors. However, China's dependence on ASML and its competitors for chip-making machines remains a challenge as export controls tighten.

Dutch computer chip equipment maker ASML stated that it does not anticipate the recent U.S. restrictions on semiconductor exports to China to impact its financial guidance. The Dutch government also expressed shared security concerns, while studying the new U.S. rules. ASML expects group sales of 30-35 billion euros by 2025, with around 20% of sales in China. The company highlighted that if enforced, the latest U.S. restrictions could affect its export of deep ultra-violet lithography systems to some Chinese chip-making plants. The new rules include tighter restrictions on software and metrology equipment relevant to ASML.

During a visit to Washington, Netherlands' economy minister Dirk Beljaarts emphasized the significance of China as a trading partner. He emphasized the need for Dutch semiconductor equipment manufacturer ASML to have the freedom to conduct business without restrictions. Beljaarts' meeting with U.S. Deputy Secretary of Commerce Don Graves aimed to promote bilateral trade, rather than negotiate export restrictions. The visit comes ahead of expected expansion of U.S. rules limiting semiconductor exports to certain computer chip plants in China. ASML, the largest supplier of equipment to chip makers, faces pressure from the U.S. government.

The US government, under the Biden administration, plans to urge the Netherlands to prevent chipmaking equipment maker ASML from servicing certain tools in China, in an effort to weaken China's tech industry. The US export policy chief, Alan Estevez, is scheduled to meet with Dutch officials and ASML representatives to discuss the servicing contracts. The US may also seek to expand the list of Chinese chipmaking factories restricted from receiving Dutch equipment. The Netherlands has previously restricted certain chipmaking technology for Chinese customers. The meeting signifies the US's ongoing efforts to rally allies against China's chip production capabilities.
