Telecom operators have been given 10 days to make the payment. Two payment options have been provided by the DoT, allowing companies to either make the full payment or pay in annual installments over 20 years. Reliance Jio has expressed concerns over the use of administratively-allocated satellite spectrum for commercial services like fixed wireless access (FWA) in a letter to the Department of Telecommunications (DoT). Jio suggests that such spectrum allocation should be done through auction only. The DoT is in the process of finalizing rules for the administrative allocation of spectrum, including for satellite communication services. It remains uncertain whether FWA will be permitted under these regulations. The new Telecommunication Bill, 2023, has proposed the allocation of satellite communication licenses through an administrative route.

Republican senators Ted Cruz and John Thune are introducing a bill to require the auctioning of US government-owned spectrum to boost commercial wireless 5G networks. Congress let the Federal Communications Commission’s authority to auction spectrum lapse in 2023, but demand for spectrum has soared due to advancements in various technologies. The proposed "Spectrum Pipeline" bill would require the identification of 2,500 megahertz of mid-band spectrum for reallocation within five years and the auctioning of at least 1,250 megahertz for commercial wireless services, including 5G, within six years. The move is aimed at expanding access to mid-band spectrum and advancing US economic growth.

The renewed assessment by India's telecom department on the demand for direct spectrum allocation for private 5G networks is stirring a tussle between tech companies and telecom operators. While technology firms seek direct spectrum access for operational efficiency and industrial applications, telcos prefer enterprises to lease spectrum from them to maintain market dominance and avoid regulatory issues. The government aims to balance these competing interests while addressing the demand for private 5G networks.

Telecom companies in India are divided over the allocation of microwave backhaul airwaves essential for 5G rollout and digital transformation. Bharti Airtel and Vodafone Idea favor administrative allocation, aligning with tech players, while Reliance Jio advocates for auctions to prevent spectrum hoarding. There are calls to rationalize backhaul spectrum pricing, given current high charges. Meanwhile, satellite players stress on coexistence strategies, and stakeholders urge deferring regulatory decisions on specific bands until post-World Radiocommunication Conference 2027.
