China receives US equipment to make advanced chips despite new rules

According to a report, Chinese companies are acquiring US chipmaking equipment to produce advanced semiconductors, despite new export curbs imposed by the US. The report highlights that importers can claim the equipment is for older production lines, making it challenging to verify if it is used for advanced chips. While the US introduced restrictions in October 2022, China stockpiled equipment during the lag between the US rules and similar restrictions imposed by Japan and the Netherlands. The report proposes an annual evaluation of export controls on chipmaking equipment to China.
