Other users have also noticed deleted photos from years ago reappearing as the latest images in the Photos app, even if they don't use iCloud to store their data. Apple's support page states that when a photo is deleted from iCloud, it should be deleted from all devices with iCloud enabled. However, Apple has not responded to inquiries about this issue.
