The idea here is to build something broader — like Ola/Uber — where users can book any nearby ambulance instantly, track it live, choose type (ICU/Non-ICU), and ensure quality service, hygiene, and transparent pricing. A proper aggregator platform is still missing in most places

I think you need to think for execution of you really intrested. As you are suggesting lots of solutions like collaborating with local level authority, to accumulate all the ambulance, ambulance to population ratio per unit area, and main is how you are giving profit to the ambulance driver.
