the guy definitely has no idea - no plan. or as others suggested a scammer. if any one has a genuine idea or concept - he/she would definitely love to talk about that. and would share some details. and what question you asked are the basic ones. and are a must. block him. you don't need such people. forget entrepreneur, he/she does not have the qualities of a basic good human being.
