then every second company will list themselv, they need to offer ipo's right for the listing what if they are not able to raise fund within that state.

Who said only people from that state will be able to invest? and lack of funds even happens with big Companies at NSE as well. So should NSE and BSE also not exist? There are investors everywhere, and while ik not all companies would be able to raise funds, it would still help a lot of companies and will also help MSME grow

wont it be difficult for sebi to regularize all stock exchanges if open in every region, once there were kolkata stock exchange also which stut down their services for similar or some other issues.
