As far as I know it sounds like daily standup which is not much in my experience. This is definitely not micromanaging in my opinion. It also depends on the person how he manages after getting a response from everyone, I am guessing that probably is harsh which makes this feel like micromanaging. Else it is pretty common to get a progress report on a daily basis, for their own estimate and all. What is the size of your company?
