For average guy to make : 1-2 lakh minimum but it will crash a lot and you won't be able to scale it. For a top notch failure free app: 5-10 lakhs but that I also I am telling less only. Eg this app itself is very top notch Compare to other Indian apps, some high quality engineering must be behind this.
