See the whole point of satellite internet is to provide internet service is hard to reach areas like villages, outskirts, etc. There's no real usecase to use them in cities where you already have good services.

Nearly more than 68% are rural.
I want to make these rural areas urbanized.

Over 11,000 satellites are currently orbiting the earth, and SpaceX owns over 7400 of them.
