Add a section that describes you in 5 to 10 sentences. upskill yourself. detail your college projects. remove that start rating for your skills.

I would suggest removing proficiency (dots) next to skills, and working on a couple of projects by yourself and adding them in there. With it, add what all did you learn from it.
