Its possible, I've seen pepsi cans MRP₹35 but SP ₹22 at Departmental Stores (Reliance, Dmart) so water can definitely sell at 250-500ml for 20-25₹. Back to main question- Wont happen... Water bottle brands purchase plastic for extremely less price, moreover cans aren't as convenient as bottles, opening a bottle is hasselfree, light weight, and easy to identify due to transparency + many disadvantages...
