OpenAI claims that a fine-tuned GPT-3.5 Turbo can offer GPT-4-level performance in narrow domains while being more cost-effective and faster to execute. The new capability comes with associated training and usage costs, with fine-tuning costing $0.008 per 1,000 tokens and API access priced at $0.012 per 1,000 tokens for text input and $0.016 per 1,000 tokens for text output.

To qualify, your Apple ID country or region must be set in an EU country, and you must physically be located within the EU. Apple only checks device eligibility on-device and does not collect location data to protect user privacy. If you leave the EU, you can still use previously installed apps from alternative app marketplaces, which may receive updates for up to 30 days after your departure. However, you must be physically present in the EU to install new alternative app marketplaces and apps from them.
